This phone number is part of a lottery prize scam where they are taking advantage of lonely elderly victims whose memory if failing. There is a gang of them, each playing a role, some of them spoofing their phone numbers to appear like they are coming from New York or DC. One befriends the victim by giving them someone to talk to, calling almost every day. Another is the lottery official who convinces them they just need to pay the tax in order to win the prize. The direct calls to the Jamaica number are giving instructions on how to wire or transfer the cash to pay the tax.
