“ This is a new one... The phone number is spoofed and it's not a person at all, it's a computer, even the voice. The voice said the same crap as the comment above told about. The grammar is atrocious! These calls are total B.S.; the IRS does not call directly unless you have called them first and asked the to communicate with you by phone.
